Current Chrome or Edge on desktop provides the required local H.264 WebCodecs support. Other browsers may decode the GIF but be unable to create the motion video.
Apple Live Photo uses a paired still image and video recognized by Apple Photos. Android Motion Photo commonly stores a JPEG still and an appended video in one container. They are related experiences, not interchangeable file formats.
Privacy boundary
Source GIFs, decoded frames and generated MOV files stay in browser memory or in the download you request. PhotoReady does not post those media bytes to an application API.
